Capital One Financial Corporation traces its roots to Richmond, Virginia's Capital One Bank, which was founded in 1988 by Nigel Morris and Richard Fairbank. North Fork Bank's CEO, John Kanas, became the new CEO of Capital One upon completion of the merger. In July 2011, Capital One agreed to settle federal allegations that it deceived customers when marketing certain credit card products. In May 2012, Capital One was sued by the United States Department of Justice for allegedly pressuring customers into buying unnecessary auto insurance policies. The lawsuit was settled in December 2012.. In October 2012, Capital One was sued by the Consumer Financial Protection Bureau for allegedly deceptive marketing practices regarding its upfront Rewards credit card program. In May 2015, Capital One agreed to settle federal allegations that it illegally collected payments on nearly two million accounts after the customers had died. In February 2016, Capital One was sued by the city of Chicago for allegedly gouging customers with high-interest rate loans and engaging in other predatory lending practices.
